This is almost like a slum area. Would not dare to go there with a family and watch our for pickpockets. Tons of people trying to sell you fake Rolex watches, SIM cards and all kinds of tourist junk. Most tourists probably won't dare to enter the 2nd (or higher!) floor of the building. It doesn't feel particularly safe.

If you still wish to visit, take the MTR to Tsim Sha Tsui and exit M3.
